Yes really. It is friendly Allied territory, same as French.
The unique thing about the Dutch territories is that (only) the UK (and ANZAC because their politics are coupled) can claim control of the territories, with land units of course. The USA can’t. But after being at war, the USA can land planes or ground on Dutch territory, just can’t claim control
