This is an issue I wish the game by vanilla would just let you turn over control of territory to your allies as this happened a lot between Germany and Italy. I have allowed enemies forces to capture a territory just so I can turn it over to another.
Italy Sneaks Germans In??

I was playing on Triple A tonight and my opponent declared war with Italy, on Russia, (on Italy 2) and attacked Bessarabia and E Poland. (each territory with one Italian tank; they were empty.) However, Germany had not declared war on Russia yet.
The next turn on G3, Germany swarmed those two territories without declaring war on Russia (to snag the $5 N.O. among other reasons).
Is that legal? The Triple A game allowed it while allowing Russia the option of declaring war on Germany even if Germany didn’t declare.

And Russia may declare war on Germany at that point. From the Rulebook, Europe 1940.2, page 36:
The Soviet Union may not declare war on any European Axis power before turn 4 unless first declared war upon by a European Axis power or London is captured by an Axis power.
In your scenario Italy declared war, removing that restriction for Russia.

What are you referring to?
I have understood the given scenario as follows:- Italy declares war on Russia and captures Bessarabia and East Poland
- Germany on its turn moves into these friendly Italian territories, after that it collects the 5 IPC NO for not being at war with Russia still!
- Russia on its turn then declares war on Germany

I’m saying Germany should not get the 5 Icps. Make Germany have to attack Russia in combat on there next turn so there at war and now Germany can Non combat into those Italian controlled territories. Better yet no can openers by Italy.

Ya . Sorry for confusion. Barney been making many changes to TRP A and hes been testing them. Be nice if other guys got on board with him and test his changes anyway.

Perhaps only award the 5IPCs if no German units are in an originally Soviet territory? BM simply bans moving into the Soviet territories if not at war.
