@Franklin_Cain The problem with a 6+5 rule is that the Axis are almost always at or near 11 cities after 6 rounds. Germany with a simple crush Russia assault should have Novgorod (Leningrad), France, Germany, Poland + Italy has Rome = 5 with Volgograd as the relatively easy 6th VC. Japan has Japan, Kiangsu, Kwangtung, Philippines, and with some effort India = 5.

If the Axis don’t have to get those extra cities (8 Europe or 6 Pacific), then they don’t have to extend themselves to get the “last” VC. India is a stretch for Japan, but not terrible if that is all they need. They can afford to lose a few aircraft if they never have to go get Australia or Hawaii. Similarly, the Germans can easily take Volgograd and leave Moscow alone. The Russians don’t have the flexibility to defend both against the Germans so one of them will fall.

Bumping up the number to 7+5 is still putting a lot of pressure on the Allies. The Germans should be able to takedown Moscow by maintaining a good focus in the East. The Allies might be able to defend Egypt and have a sizeable force in the Middle East, but they may not (probably won’t) initially be in a position to takeback Volgograd immediately after the fall of Moscow. So again the Axis “win” without really having to exert themselves. The magic number of 8 was developed after lots of game testing and is a surprisingly good rule.

That all said, changing the VC count is another way (besides the bid) to level the playing field between players of dissimilar abilities. If you wanted to let the newer player take the Axis and lower the VC count, then you could have a competitive game.

These all can be SBRed up to 3 damage each. Lose income for them until repaired
and refineries up to 6 damage. Don’t repair refineries
suffer a -1 movement for ground or naval or planes or nothing.
Have a chart for this.
Also all of these can be convoy raided up to 3 also.
This represents all transporting vessels at sea.
Remember most of these resource tokens are in normal territories too.

Start out slow with this. You don’t want to keep chasing it.

Been a long time reader on the boards, but this is my first time posting! Been an avid AA player and history buff for a long time. Sorry to post here at such a later date, but I wanted to get an opinion.

My take on adding Canada to the game without too much drastic effects on the playability involved a couple of moving parts.

Give Canada the 7 ipc income of the Canadian territories to spend each turn, but that same ipc value still counts towards the UK as well, with the UK also able to build from IC’s there.

Do the same thing for South Africa, giving them both South Africa territories and Rhodesia for a 4 ipc total. Again, UK still controls the money as well, with UK also able to build from IC’s there.

Both Commonwealths still play as part of the UK, buy, move, combat, etc. Essentially just adding 11 ipc income.

To counter this so it’s not unfair to the Axis, do the same thing with Romania, Finland, Bulgaria, and Hungary (Slovakia-Hungary on the map of course). Those four powers would have a total of 9 ipc value between them. I figured the extra two ipc’s would have minimal effect.

Essentially all I did was add ipc’s and therefore troop numbers to the game, just forcing them to be used at their respective locales.

My only thought with this was would the immediacy of the minor Axis powers being on the front lines basically effect gameplay on the Eastern Front more so than the added Commonwealth powers would in Africa and Europe? I don’t want to hurt the USSR unfairly.

Preface: I’m somewhat new here, so I’m sure there are other house rules for this topic that I’m not aware of, but this is my attempt at what makes the most sense to me.

Vichy France and Free France House Rules

Capitulation and Armistice

If France and Normandy fall to the Axis, immediately remove any units (Allied or otherwise) from Southern France and place a Vichy marker on the territory. Place a Vichy marker on the IPC production chart on “3” (the value of Southern France). Place 4 alternate colored infantry units (old versions of Germans work well) on Southern France and an extra Minor Industrial Complex in Germany* (As part of France’s capitulation, Germany took over 2 million French soldiers as laborers). Vichy France is controlled by the German player.

*I know technically, no more than one IC can be in a territory, and practically, Germany will not produce 13 units in the same zone, so I’m open to suggestions on how to represent the French laborers.

The Colonies and the Free French Movement

At the creation of the Vichy France government, roll a die for each French territory on the map.

An “even” result means the territory joins De Gaulle’s “Free French” movement. Place a Free French marker on the territory and on the IPC production chart on the value of the territory. Move the IPC marker up for any additional territories that join the movement.

An “odd” result means the territory remains loyal to the Vichy French government. Replace any French Units with equivalent alternate colored units. Move Vichy’s IPC marker up for each territory that joins.

Roll for each French fleet on the map, and replace all units in a fleet if they choose the Vichy government.

The units in England remain Free French.

Every turn, Free France may convince one unoccupied Vichy colony to join their movement. Roll as before, and place a marker if the territory turns.

Special Rules

When a territory is “liberated” by the Allies, it becomes Free French.

When a territory is “liberated” by the Axis, it can either become Vichy or be occupied.

Vichy France may collect IPC income, but can only purchase Infantry, Anti-Air, transports, and destroyers. It must also give 1D6 of its IPC income to Germany every turn (Germany required the Vichy government to pay for its troops in the Northern Occupied Zone).

Free France may collect IPC income, but may not purchase or place any units until an Industrial Complex is built in one of its territories.

Vichy France may not move units into any territory in Europe. It may move units out of Europe via transports, and it may attack and move normally in the colonies.
Axis troops may move through Vichy France and its colonies freely.

Collapse of the Vichy Government

If Vichy is attacked by the Allies directly, it will defend as if it was a member of the Axis. If, however, Normandy and France are taken by the Allies, all Vichy units in Southern France disband, and control passes to whatever Axis units remain in the territory. If and when Southern France falls to the Allies, all Vichy units abroad disband and control of all colonies passes to the Free French.

Just 1 thing: Sweden should not be pro anything

Yeah, there’s a problem with Sweden being pro-Finland….  mainly that the Finns and Swedes had a rather contentious relationship due in part to the fact that Sweden and Russia both vied for control of Finland.  Many of the treaties between Sweden and Russia that resulted from these wars used Finland a a bargaining chip, ceding land to each with little regard for an independent Finnish state.  So yeah…  Finns don’t really like Swedes.

Tangentially, a Swedish historian told a group of us that in a treaty with the Russians from one of the final wars between them there was a clause that if Sweden were to engage in hostilities again against the Russians and they were to lose, Russia would claim all Swedish lands.  He indicated that this was one of the many reasons Sweden maintained neutrality, even when supplying materials to the Axis.
