You are correct. Use the second J-23 post, in which the Japanese sub in SZ 36 moves to SZ 37 (and the legal edit of adding a third fighter to Japan).

Never seen Axis build AB in Tobruk before. But very useful in this game. Planes get triple usage, defend the land territory, the Italian fleet at sea, and allows the planes to join an attack on Cauc. Which gives Germany a positive odds for the first time, without added Allied support.
