Hi, these rules are cool. I did not base my rules off of this. This was developed independently.
A different take on “free for all”. Being able to make alliances though means it should be called “shifting alliances” rather than “free for all”.

Yes. And by way of further explanation, the fleet at Toulon will only revert back to Free French if either: (1) France (Paris) is liberated by the Allies; or (2) Southern France is taken by the Free French.

Yes, there’s no rule against that.
Thanks, thought about it, because the oob rulebooks says that transports are not allowed to go there while not at war.
Are neutrals treated differently in BM3 than in vanilla G40? I ask because in triplea live, the game wants to count neutral Greece as “allied controlled” for the UK bonus in the med (capturing Sardinia, Sicily, Greece, or Southern Italy). A neutral is a neutral regardless if it is strict neutral or leans one way or the other. Mods, please move this to a different forum if need be. I searched, but did not see a BM3 specific forum.
Hi, I’m new to the site so apologies if this post is in the wrong place.
I play on TripleA and have been enjoying balanced mod 3. When I discovered this website recently, I noticed people are playing balanced mod 4. However, when I try to find balanced mod 4 on the “download maps” page of TripleA, it isn’t there- I can only see balanced mod 3. Can someone tell me where to find balance mod 4? Also, does anyone know what changed from 3 to 4? I have tried searching but I cannot find any information on what changed.

I also went through the BM3 BM4 search same as you.
Download latest, and it will be BM4. There is no notification for it that I’m aware of.
How long did you spend searching ? Couple 2- 3 hours for me :)

BALANCED MOD 4 IS BALANCED MOD 3 with 14 IPC cost bombers. That is the only change.

Any Axis ship can, and yes harbor provides movement.

If I remember correctly Vichy is the first thing to happen on french turn 1, before combat and combat move. If the neutral axis do not have to fight the british warship I dont understand why the british have to fight or move out round 2 if nothing else has happened meanwhile. Hmmmmm.
if I understood Adam correctly, British ship doesnt have to flee. It is just an option. It can stay frozen there ?

If the neutral axis do not have to fight the british warship
The white ships CANNOT fight (ATTACK) the British warship, they maintain a strictly defensive posture per the rules above.

The fleet at Toulon is unique. In the case of Japan vs. USA, for example, when USA is neutral Japan can totally ignore the US ships. But the fleet at Toulon are not pieces of a playable power. It is allied with the Axis but can’t ATTACK. So if the British don’t move on UK2, the Toulon fleet will DEFEND against the Allied ships that haven’t moved away. The UK ship(s) would be ATTACKING zone 93 enemy fleet if they are not moved away
