I am playing a casual game of BM3 (3.0) with Canada being a separate faction instead of under British’s domain. I noticed in the game that China does not spawn guerrillas in Japan’s territories not garrisoned by a land unit. The notes differ as to also in that China gets another +3 for their Objective. Is this a compensation or a bug rather?

I thought ca = carrier. But it might help me to know why “ca” should mean “cruiser”
I will reroll and edit the save after the roll.
