Soviet early declaration on Germany


  • Having simulated many games I have yet to win as the Soviet player declaring war on Germany before January 1941. I just can’t match the income Germany gets after France falls. I’m trying to avoid the initial surprise assault on me by Germany so I just declare war. Problem is my income does not go to wartime income. Thoughts on how to avoid Germany using its surprise assault?


  • The Germany NRS (v. 3.3) mentions that:

    “Once per game, if Germany declares war on the Soviet Union, all German land and air units get +1 Attack and all Soviet units get -1 Defense on all rounds of combat and subsequent blitz. The Soviet Union may not Attack more than one German-owned land zone on its next turn. (Germany does not get this bonus if USSR declares war first).”

    As you pointed out, if the Soviet Union declares war first, it does deny Germany’s suprise attack special ability, but the USSR will lose the immediate boost to Wartime income that comes with the Germans attacking first.

    It’s a balancing act between striking first and reaching full income. The closer you are to the USSR Wartime Income, the more you can afford to declare war first. A lot depends on the luck of your Sleeping Bear rolls.

    Overall, as the USSR, I think it’s best to plan that Germany will probably stirke first and not commit yourself to declaring war first at all costs. A thin line of militia on the border should limit the damage that Germany can do with its suprise attack.

    Orel-Kursk is a good place to mass your Red Army out of arm’s way and keep your options open for a possible counter-attack. You can also withdraw your Kiev factory and scortch earth its airbase. After that, not one step back!

  • One thing you can do is for the preceding turns, save your income. Then once they declare war, you have a fat wad of cash to buy cheap militia and cheap infantry to blunt their momentum…


  • @insanehoshi This is indeed a good tactic, buy tons of militia after germany declares war and all units are -1$. You can buy around 40-50 militia and in later turns buy fighters to scramble and late game heavy bombers to carpet bomb the hell out off germany.

    The USSR player in our game did this and I as German player don’t have an answer to it as I need my fighters to defend an invasion from the Allies.


  • @insanehoshi Always something I haven’t thought of in this game that pops up. I hadn’t really considered hoarding IPP to utilize the lower unit cost that first turn after war starts!

    I was going to suggest the same thing as @Noneshallpass too. You can leave a smallish screening force on the borders to prevent any deep penetrations right away. Enough to hopefully make blitzing unrealistic. It might cost you a decent amount of militia, but you can keep your more important units intact that way at least.
