It doesn’t matter if the land unit survives to retreat or not. Just its having moved into the territory establishes the retreat path.

In BEL, Allies has 3 infLEN & BLK each has an Axis control marker, but do not contain any units.
In Combat Move, Axis attacks as follows:
Ftr: EEU-LEN-BEL
Arm: EEU-BLK-BEL
INF: EEU-BELAfter 1 combat round, no hits are scored & Axis decides to retreat.

Well, you can retreat to any territory from where LAND units came from. So in your case you can retreat to BLK(arm-blitz), but not LEN(only air).

Correct, in that scenario, LEN is NOT an option for retreat.
I also assume that you mean UKR not BLK since Balkans is not adjacent to Belo.
So your INF and ARM can retreat to Ukraine or Eastern, but NOT Karelia. Your AF can of course land anywhere within range (so flying via Karelia on this attack is a waste of a move since it only decreases the landing radius of your Fighters without adding a retreat option).
