It turns out it is actually not a bug, but a feature of the rules (thanks to Panther for pointing that out).
So in that case, I would’ve retreated from Ukraine to East Poland. Here is the corrected save file: G1 corrected.tsvg
And I will remember this possibility in the future.

Actually I pointed out that the old TripleA-Europe map is code-wise based on Classic.
In case you play the Europe-map and want to play by the rulebook, the Europe rules follow newer rulesets. From the Europe (1999) rulebook:
“The attacking land units may only retreat to
an adjacent friendly territory that was under the owner’s control
at the start of the turn – and from which any of the attacking
land units came. The units must all withdraw together to the
same territory.”That denies a retreat option to East Poland in this case.
So when playing Europe players must take care of this specific rule themselves. As v1 rules (Classic) differ from the Europe 1999 -rulebook.

Panther is right, please use the save file below the turn summary, not the corrected one.

@VictoryFirst I was not aware that in classic you could rig things so to allow the attack to retreat into a territory that was captured earlier in the turn. That is interesting.
Regardless, will play on with the file where Germany retreated into Romania.
