If Japan is declaring war on everyone like in real life, the Allies should just do what they did in history. Wait to build your forces and catch small isolated units of the Japanese fleet. Hold on to India and Australia. Germany first.

No, if Japan declares war on UK and ANZAC, it drags the US into the war also, making the US ships enemies.However if UK and ANZAC declare war themselves on Japan, US does not enter the war and when it is the Japanese turn then USA units are considered neutral and can be ignored.

Sorry, this is not correct. It just allows USA to declare war on any/all Axis power(s).
Rulebook Pac. 1940.2, page 37:“Japan may declare war on the United Kingdom, ANZAC, the United States, France, or the Soviet Union at the beginning of the Combat Move phase of any of its turns. A declaration of war by Japan against either the United Kingdom or ANZAC will immediately result in a state of war between Japan and both of those powers.”
“The United States may not declare war on any Axis power unless an Axis power either declares war on it first or captures London or any territory in North America, or Japan makes an unprovoked declaration of war against the UK or ANZAC, after which it may declare war on any or all Axis powers on its following turn.”
