So you have two AA gun shots at strategic bombing raids? What about escorting fighters, do they get shot at too?
OOB AAA is used to make Sea Lion possible without giving UK to much useful land combat unit.
With AAA you can give more hits without actually giving offense or defense roll (as usual unit) when you have less planes attacking per AAA *3 planes.
The aa guns rule was made so that india and uk pacific wouldn’t die every game round 3.
Now: part 2
If on Combat Move an air unit has to fly over other enemy units to take part in a battle, must it fight those enemy units, or may it ignore them? Example: the British fighter on Malta taking part in Taranto. Can that fighter fly over the Italian destroyer, or must it fight its way out (and therefore not be able to take part in Taranto at all)?
They are automatically ignored, only naval ships in the attacking sea zone combat against aircraft.

To a degree it makes sense that aircraft can ignore naval ships and thus the ships can’t see them due to lack of technology for its time as well as how big the ocean territories are however I had a situation where I had Hawaii Blockaded with a full navy and Japanese bombers can legally fly from the island even though the carriers for sure would pick them up on radar.
I agree where they should get a AA shot at planes if you housed ruled in Battleships or Cruisers have AA guns. One time shot and or defenders figs can have a 1 round of dog fight.
Or u just rule in no flying over enemy occupy sea zones if there are planes and carriers and or AA equipped Battleships or Cruisers.
But I perfer a combat round happens instead.
