    I’m gonna revise these rules because I think a defending tac bomber and bomber shouldn’t have to use roll so low if there aren’t any attacking fighters. 10 infantry attack 6 infantry and 2 bombers, and bombers have to roll a 2 or 1 to hit….I’ll revise an repost in next day or two.  As for your question, attacker announces where his aircraft will be in combat. This will make th attacker really think about how to deploy his airforce. Also if this is over a territory with AA gun and defender has no planes then there is an AA roll.

    Yea, it would make sense to me that if there are no attacking fighters then the defender automatically wins the air cap battle and their defending bombers should get a boost. Likewise if the defender loses the air cap battle their bombers are degraded, or kept at the same level. I guess fighters wouldn’t need to be downgraded necessarily.

    Some more questions for you:

    1. Can the Chinese forces build anything or is it limited to infantry, and artillery (if Nationalist Chinese/Allies have Burma road).

    2. Can Russia give any units to the Communist Chinese?

    3. Can Nationalist Chinese and Communist Chinese attack each other? That would be a great rule if it was allowed I think. People have been discussing the merits of having Russia as being on it’s own side so that it has separate victory conditions from the other allies. In this setup Russia can win the game without ever attacking Germany but it would have to get every other victory condition in order to do it. I haven’t looked at this setup closely but it would fit very well with Communist Chinese and Russian forces being on their own side somewhat.

    4. Can Chinese forces move out of Chinese territory? If so, does that still include Hong Kong and Burma as the sole exceptions?

    Can the Minor Axis powers attack at the same time as Germany? Or do they all have to attack separately.

    Wonko……

    1. Chinese can build infantry and artillery only, fighter is provided by the US and only 3 infantry may be placed in a territory prt turn.

    2. As of now, no. But I think it is a good idea especially I Russia is at ear with Japan. May have to add something here.

    3. I’m gonna say no just to keep this more of an Axis vs Allies game. May include a Russia seperate scenario later.

    4. Chinese units may attack or enter any Japanese held territory and any territory not owned by UK, except for Hong Kong…Burma off limits but FIC is fair game.

    5. Minor Axis- attack and move on same turn as Germany only after they have been activated by Germany. This means until activated they do not build or collect income.

    Love the questions, I see my game is only 85% complete!  LOL I’ve played this game twice now and it is super fun!  Especially if you can get to round 10 or further.

    I was initially opposed to the idea of Russia as it’s own side. But it’s grown on me as time goes by. I usually favour anything that is historically accurate and increases the fun of the game. It would make things a bit more complicated it’s true, but I think Russian players would appreciate it.

    To clarify the answer to #4 that means that if Japan holds a Mongolian or Russian territory then Chinese units can attack there?

    4. Clarify- yes, because Mongolia is neutral and commintern country can attack neutrals. If Japan holds a Russian territory then communist china would liberate that territory for Russia.

    Victory Cities- not every VC  is circular and not every circle is a VC. I made those to be more of a Major city, but not necessarily a VC. If I don’t have a list of VC posted in the rules I will do that ASAP!

    I posted a revision of the rules a week ago, I’m light of these new questions I will be posting another revision to clarify some of these rules.

    Yes, the allies liberate. But, the commintern, although allies they do not liberate.

    Now I see why you need a team to develope a game!  Lol

    I count 49 IPC for Russia, not 48.
    Japan gets 41 instead of 40
    Commonwealth gets 35 rather than 33
    Far East Command 21 instead of 23
    Maybe i’m wrong, but i did it twice for each nation.

    2. Does C.China has its own starting IPC and production or do C.China and Russia share the warchest?

    3. Can Russa purchase units for C.China?

    4. Germany/Italy attacks Great Britain +20 IPC’s
    Is this valid for any attack against british troops or facilities (i.e. german submarines attack the royal navy or industrial bombing of London) or do Germany have to invade british island with ground troops?

    5. Is it possible for the UK to attack Italy in the same game turn as Germany have taken Paris?

    6. I don’t have the AAG40 rules. Is this the right way to play with industrial complexes:
    Major IC

    • Placed on territory of 3+
    • Max 10 units
    • Max damage 20
    • Can only be built on original owned TT’s, downgraded to Minor when captured (Does it include Minors like Siam?)

    Minor IC

    • Placed on territory of 2+
    • Max 3 units
    • Max damage 6
    • Upgrade to Major for 20 IPC

    7. How do you face the problem of logistics? Do units get doubled movement speed in the non combat phase? I thought to implement railroad like in xeno games Wordl at War.

    8. Which regions are VC’s?

    9. (first group) Greece, Yugoslavia, Iran, Liberia, Brazil, Siam and Argentinia don’t have a fixed income like (second group) Rumania, Bulgaria and Hungary.

    second group:
    get a fixed income which they have to spend in their own country and they produce an additional income (value on the map) for Germany. So overall Rumania would get 6+4=10 IPC to the income pool of the Axis, right?

    first group:
    get no fixed income, so the Majors only get the income value on the map. There is no restriction to spend this money in these nations, right?

    C. China gets 3 IPC’s to spend per turn or save

    Any attack over or on Great Britain proper……ie…Scotland, Liverpool, London, and Belfast.

    Italy declares war on the allies at the start of their turn after Paris is taken. When this takes place the UK has already moved.

    No extra moves on non combat, the map is layed out so you don;t have to add this. also with the use of the extra movement from naval bases and air bases movemnt is fine.

    Sorry, I will add these in the next revision comming soon.

    All Minors other than Finland, Romania, Hungary, Bulgaria, and Siam use IPC values on map for income only after being activated. Either the country can become an alliy or axis force or can become part of the army that entered and the territory.

    second group:
    get a fixed income which they have to spend in their own country and they produce an additional income (value on the map) for Germany. So overall Rumania would get 6+4=10 IPC to the income pool of the Axis, right?
    Germany would get 4 IPC’sper turn for romania and Romania will collect 6 IPC’s per turn for itself.

    first group:
    get no fixed income, so the Majors only get the income value on the map. There is no restriction to spend this money in these nations, right?
    All Pro axis and pro allied, and strict neutrals are froze until a major power activates them. Its up to the player entering the territory if the country starts collecting it’s IPC’s for military use or is absorbed into the major countries army.

    I surehope this answeres your questions. Revision of rules and now setup charts will be posted tomorrow night……Tuesday night.

    UK will role for Poland. They are a typical neutral country but if for some reason they are not defeated in the first round they will join the allies and collect an income. I didn’t put anything in the rules for them because if Germany can’t take Poland on turn 1 the game will be over by turn 4 or 5 anyway! Thanks for the question, I will probably put this in my next revision.

    It helps balance the game out IMO. Hopefully this will be evident as the game is played more and more.

    Remember to look at your setup charts for units costs and attack and defense factors. Most are different, especially axis countries. Even the regular units are different for certain countries, Japanese armor, German subs, UK battleship. As you play the game please give me feedback on thesde changes
