I just ordered the game from Amazon and is very excited. I read that there may be a mistake in the rulebook for US IPC. So i need a confirmation which is correct.
Is it that US only gets 15 IPC for the first round and for all subsequent rounds, it gets 17 (and any other adjustments made?)

Number 2. Is there any fan made IPC tracker ? Thinking of making 1 with simple circles for players to move their markers to mark their current IPC if there is none.

It is 17 on turn one too. It is a mistake printed as 15 in the book.

It was found that the Axis had too much of an advantage and this is the answer to try and balance out the game.
It is suggested you use it.

Yes, the non-aggression pact is optional. The above setup changes will be included in the next print run of the game.

I have played a few games with the added units for the allies and still find it very hard for the allies to win.
Our group added one more soviet infantry in Soviet far east and moved one of the infantry in Siberia to Urals.
Our version of the Non-Aggression pact was changed to:
The USSR may attack Japan only if Germany has been reduced to holding territories worth a combined 5 IPCs or less.
Japan may attack the USSR only if the USSR has been reduced to holding territories worth a combined 4 IPCs or less.
