Ships can be placed only in seazones adjacent to territories containing an eligible Industrial Complex. At the beginning of the game Germany for example can place ships only in SZ 6. Russia has no adjacent seazone. SZ 18 next to Caucasus is pointless because you can’t move ships out there.

Correct. Transports can be chosen as casualties only if there are no other eligible units.

Planes can hit submarines only when there is a destroyer belonging to the same nation as the plane joining the attack.
Naval units with an attack value don’t need a supporting destroyer.

The surprise strike takes place in every round of combat.

The side that controls Central America (from the beginning of the turn) may pass through the canal.
