Any Axis ship can, and yes harbor provides movement.

What if UK ship(s) are there when the Vichy option activates. Does it mean they are trapped there until the liberation of France / or destroyed if Germany (or Italy) takes Southern France?

It’ll lead to the same situation as when you build in a sz with enemy ships: the enemy ships need to move on their turn or fight.

Good question @Amon-Sul. @Adam514 . So if british put a warship in 93 sz round 1 and Vichy is activated. If I remember correctly Vichy is the first thing to happen on french turn 1, before combat and combat move. If the neutral axis do not have to fight the british warship I dont understand why the british have to fight or move out round 2 if nothing else has happened meanwhile. Hmmmmm.
if I understood Adam correctly, British ship doesnt have to flee. It is just an option. It can stay frozen there ?

The white ships CANNOT fight (ATTACK) the British warship, they maintain a strictly defensive posture per the rules above.

The fleet at Toulon is unique. In the case of Japan vs. USA, for example, when USA is neutral Japan can totally ignore the US ships. But the fleet at Toulon are not pieces of a playable power. It is allied with the Axis but can’t ATTACK. So if the British don’t move on UK2, the Toulon fleet will DEFEND against the Allied ships that haven’t moved away. The UK ship(s) would be ATTACKING zone 93 enemy fleet if they are not moved away

and at the same time attacks that airfield with bombers (SBR).
Can Germany disable that airfield so the figs in that territory (UK) can`t scramble to help the UK navy?
Or Germany can disable it , but it can`t be used as an advantage in that same turn?

No, scramble orders come before combat.
