Here’s the rule for Capital Ships: Battleships and carriers may only be built from territories that have both factories and harbours.
Does the factory have to be a Major IC?
The italian ac was legal to build, but the problem with the plan is that G is supposed to build 1 des, 2 ac from their mIC in Yugo. Epic fail.
The size of the factory doesn’t matter.
I could not find a requirement that capital ships had to be built at major ICs.
I have no problem with swapping out an Italian CV for a DD & $8 credit.
