Yes, unless all players in the League have agreed to play without them. But I think a change like that can only take place in a new League season (2026).
For the ratings of this year to make sense I think we should stick to the ruleset of the ongoing Classic tournament.

Of course I am very happy you guys are playing a regular season league game already. I didn’t post my default league Classic rules yet, but I will now, in the main post of the Classic league discussion thread.
It won’t be final, especially in the likely event th @The_Good_Captain points something out,
BUT do not worry, you and your opponent in league can play whatever Classic rules you agree to, game by game. This is how the league works. The default is for when you don’t agree on something. So if one player wants Russian restricted attack, and the other doesn’t, but wants a bid to make up for it, then you will not be able to play until you agree. The fallback is the league default, which is Russian restricted attack.
So your thread is in the right place! Game on!

Actually, I’ve put it in the overall 2025 league rules instead. Classic has made its entry to the League Rules, and so is very officially in the league.
