Can land ANZAC fighters in Russia if they aren’t at war with Japan?

I am fairly confident that, as the Soviet Union is not at war with Japan, Allied units cannot enter “Pacific” board spaces of the Soviet Union (Also, a warship, say Japanese sub, in SZ 5 would not counteract the Lend-Lease objective).
The game engine allows both of these things to occur, so they must be Player-Enforced. Or in the case of the Lend-Lease objective, use Edit Mode to grant you those 2 additional IPCs if I had had a sub sitting there.

of being a neutral power (see “Powers Not at War with One Another,” page 15) on the other map, and Axis powers on
the other map are also still under those restrictions regarding the Soviet Union on both maps. For example, a state of
war with only Japan lifts the neutrality restrictions from the Soviet Union on the Pacific map only…
