It’s kinda been theorized that USSR might want to attack China, in certain situations.

If China isn’t defending North Korea, or worse, if they’re actively letting NATO move units through their territory, the USSR might be better off attacking.
The other thing is that the complication table is weighted more toward China’s outrage than the other 2 majors, so if the USSR has the ability to send nukes, it’s also generally assumed that they will, whereas the US is less likely to use them; in a long enough game, that will swing China towards favoring NATO, so the USSR might pre-empt that at some point.

The other option is as a game-ender, towards obtaining an economic victory. In fact, such a thing is probably pretty impossible without invading most of the neutrals on the Eurasian continent.

P.S. I still think modeling neutral contributions as N.O.'s is an option to keep in mind

Implementing the complication table would be difficult. The game rules already suggest dropping the complication table as an optional rule. Note that it would be possible to use having a nuclear weapon as trigger but not using a nuclear weapon. I think that in practice the high cost of nuclear weapons is more of a deterrent than the nuclear complication rules.

Using National Objectives for neutral contributions is fine.

Make these changes:

Map:
SZ31: Create new SZ31 by splitting SZ17 in half at a point on border between SZ16 and SZ17 below Sicily and extending to point where Albania borders Greece.
Switzerland: Is impassable.

Setup:
Move any 1 GE SS from existing SZ to new SZ31.
Add 1 GE CA to SZ26.
Remove UK TR from SZ2.
Add 1 UK SS to SZ8.
Remove 1 OE CA from SZ20.
Add 1 OE TR to SZ20.
Remove 1 RU CA from SZ21.
Add 1 RU SS to SZ21.

Play:
Delayed Ottoman Entry:
Ottoman Empire or Bulgaria cannot be attacked unless the Ottomans first do one of the following; mobilize any additional units (including those for attacked neutrals), make any attacks, or allow CP units to enter any OE occupied territories.  While OE is sitting out the war, their mines are not in play, and their naval forces are restricted to SZ19 and 20.  
Notes: If other CP ships are attacked in a SZ with OE ships, OE can choose to enter the battle on defense - but must declare that intention before AP player decides to make their attack roll.  
If OE enters Bulgaria, they can defer the mobilization until the build phase when OE enters the war.  If OE does not defer, OE enters the war immediately.
Neutral Albania:
Albania starts game as a neutral.  At start of turn 3, it becomes minor-aligned with Italy or France (AP choice).
Neutral Portugal:
Portugal is neutral, unless CP attacks Angola or PEA.  If ANG or PEA attacked by CP, Portugal becomes minor-aligned FR or UK (AP choice).  If ANG or PEA are occupied by AP, Portugal remains neutral.

Well I’m still not sure how simple it is to implement a group phase like the warchest concept I mentioned.

Might be advisable to keep regular war bonds in the back pocket. And the +5 for capturing an enemy VC as outlined in the master thread would be good to have as a toggle. Since at least we know both of those mechanics work in tripleA.

But yeah I think the warchest VC concept has promise, if it can work in 1942.2, I’m pretty sure it will work even better in Global.

After a year break we played a game according to these rules yesterday.
Japan heavy navy focused getting Honolulu, Sydney, Rio de Janero and even San Francisco! Leading to a land war on the American continent.
Meanwhile Russia and Britain heavy focusing Germany, with conquering the whole of northern and eastern Europe (Oslo, Kiev).
But then, Germany seized an opportunity of taking London after Britain player overcomitted and did some bad rolls.
Axis win the game.

It was very confusing, and we did a lot of bad mistakes. But it was fun, and we really had a game with battles at totally new battlefields.

After Russia and Britain both starting very defensive, Germany and Japan player decided to play an altrenative strategy, attacking US. It worked at least partially. Germany forced to play defensive on land, losing total whole of east and north Europe (but defensive Russia took quite a while). Japan using heavy Navy and invading Australia, South America and finally even US west coast. Land war on the American continent between Japan West coast and US East coast (and Canada a bit). Few action in China at all…all players were turteling after the initial clashes. Money was needed elsewhere and infantry could hardly attack alone. Tank war in Africa between German Egypt and British South Africa. Both players had minor factories in africa, pumping tanks. Great navy clash in the northern Atlantic between US+Royal Navy and the German navy. To some bad rolls, British and US player losing atlantic fleet. Germany lost as well nearly whole fleet, but was able to invade exposed London and win the game. Maybe one turn later, the Russian steamroller would have taken Berlin.

The changes in Navy Balance (increase offensive power by chaper Battleship and Cruiser) as well as the alternative start setup allows for totally new strategies like “Kill US”. We are still not sure if this setup is balanced, we did only 3 games with this so far. I’d be happy about any feedback.

I think destroyers should be able to bombard @ 2. In fact, I think all surface warships should have that ability.
The only thing that worries me is if destroyers can bombard @ 2 plus their ASW abilities and cheap price, that will start a new wave of people saying “Cruisers aren’t worth buying”.

Well FWIW I don’t mind adding some firepower especially if everyone can do it. I’m working with using the bunkers from HBG to have major and minor bunker complexes that soak hits even on islands. It really just depends on how far you want to diverge from OOB rules and what other units are going to come in to play.

A simple rule could be that all surface warships no matter their type boost +1 on a 1:1 ratio with land units for one round, and tweak it to your liking from there.Â

Interesting extrapolation.
It could be used by cruiser and BB in addition to their basic bombardment.
We can even consider more boosting power toward BB.
