Need a quick rule reminder. You can’t land troops when an opposing sub is present unless you have supporting ships. Does that include subs or only surface ships? I’m checking the rules now but thought your response might be faster.

I think I figured it out. attacking subs allow you to ignore hostile subs in the sea zone for the purpose of landing troops.
