Let me ask you Karl, Is America an Ally before they enter the war or are they neutral? If they are neutral…before they are at war…(seems obvious) then they are not an ‘ally’ and cannot use their facilities. Use logic.
Well, politically it would make sense for the naval bases to be able to be used. But here’s the official ruling from the Alpha + .3 rules:
“[A neutral power] can’t move units into territories or onto ships belonging to another power or use another power’s naval bases, nor can another power move land or air units into its territories or onto its ships or use its naval bases.”

If I invade the Baltic States with Italian troops in I2 and reinforce it with German Troops in G3 without a DOW against Russia. Is Germany at war with Russia or not, meaning I get the NO Not at War with Russia 5IPC?

Let’s say I attack a destroyer with 3 submarines next to London and the UK scramble two planes…
Can the submarines shoot the planes down? What happen? The planes can shoot at the subs, but not the inverse? So, even if I get 2 or 3 hits with my subs, only the destroyer dies and then, all fighters and destroyer can shoot back at us and I take casualties?
That’s the same in a battle I guess? A AC with 2 fighters and a destroyer gets attacked by subs, what happens?

The subs cannot shoot the planes down. Planes can sink the subs: they can’t submerge because of the presence of a destroyer in the battle zone.
If you kill the destroyer with a roll of 2 or less with your subs, the destroyer and planes get to shoot back once more, and then battle ends. -

Germany is not at war with the USSR until either Germany declares war on the USSR or the USSR declares war on Germany. Italy’s declaration of war on the USSR does not create an immediate state of war between the USSR and Germany - it simply allows the USSR to declare war on Germany on its next turn.

Germany attacks the UK destroyer and transport in SZ109 with 3 submarines and some planes in G1. Britain scrambles.
Two of the subs roll 2 or lower, but the SZ is not cleared because German and UK planes survived the first round of combat.
Is the transport sunk at the end of the first round of combat because the extra sub shot couldn’t have hit anything else?

It depends on the casualty choices what happens exactly.
A carrier with 2 fighters and a destroyer get attacked by subs.
A sub hits.
If the defender takes a hit to the carrier, the aircraft will be able to fire on the subs in round 2 because the destroyer is still present. But the airplanes would have to land on another carrier within one space, or else on a territory within one space (has to be in that zone) to avoid crashing if the carrier takes a single (or two of course) hit.
If the defender takes a hit to the destroyer, then at the beginning of round 2 the subs may submerge and/or they get the surprise strike capability back. However, since a carrier is a 2-hit capital ship, only the 2nd hit from the submarines will truly have a surprise strike effect (with one hit the carrier is not sunk and therefore would still fire back).
The fighters cannot be taken as casualties, because subs can never hit aircraft. -

National objectives are still income, they’re just bonus income. So no, a power with its capital captured collects no IPCs whatsoever.

“Income” is IPCs that are collected during the Collect Income phase. Any IPCs normally collected during that phase are not collected while your capital is held by the enemy. IPCs collected at other times, such as plunder from a capured enemy capital, are not income and are collected whether or not your capital is enemy-held.

US NAVAL MOVEMENT IN THE PACIFIC:
Please clarify this rule:
12. The United States Navy, while being neutral, has the following movement restrictions. It can only move to sea zones that are adjacent to US territories in the Atlantic (more specifically Sea zones 121, 101, 89 and 64). US warships (not transports) may also conduct long range patrols into sea zone 102. In the Pacific it can only end naval movements in sea zones that are not adjacent to Japanese-controlled territories and islands.“Adjacent”
1. Sea zones 16 and 18 are adjacent to sea zones containing Japanese islands, although not containing Japanese islands. Is the US allowed to enter these sea zones while nuetral? -

Yes. The sea zones are neutral. They do not contain any Japanese territories. Same with SZ 7 and 24, etc. Adjacent means next to Japanese territories like SZ 6, SZ 19, 20, 36, 37 (adjacent to Siam), etc.
Basically, if the sea zone is deviod of any land mass or there is only allied territories in the sea zone, the American’s can go there.
