@RYNO87 Indeed, the fighters move independently from the carrier. All combat movement happens simultaneously. So while the fighters fly the carrier moves. So you have described it correctly.

You don’t need to have a land unit to gain control of a territory when attacking?
My second question is, can I place new air units on carriers?

You can not attack an empty territory with a plane.
You can only attack units inside a hostile territory.Indeed, you need a land unit to gain control of a territory.
That land unit has to walk into an empty hostile territory - or survive a combat there.
Air units must land in a territory that was friendly at the beginning of the turn.
They can participate in an attack, but never take a territory.My second question is, can I place new air units on carriers?
Yes, as long as the carrier either already is or will be placed in a seazone adjacent to a factory in that placement phase.
