To start off with; I have played maybe 5-6 full games of '41, on both sides, but I was wondering how the allies are really supposed to win in any theater.
My (extremely) beginner group has played 2 times recently, and i was on allies both times. One as all 3 and another with a partner in USA. Both games Our worst player was Germany and our 2nd best was Japan, so I don’t believe Russia fell at all or very late in the game.
My main concern is the naval power of Japan against the US, which led me to put more emphasis on naval power in the Pacific as US, leaving UK and Rus alone against Germany (Who, again plays quite poor but will improve I hope, which makes me wonder what to do vs experienced Axis powers)
The Pacific usually goes with a naval buildup of US, with Japan doing the same with an extra bomber added, but even with US IC superiority, the extra turn it takes to lead uS to Japan allies for an extra turn of production missed for the attacker (this is with almost full purchasing on Pacific navy )I just want to know what the Allies, mostly US is usually aiming for against such a powerful Axis at the start of 1941. We usually roll with 5 total infantry in Moscow to help rus a bit, but what would your house balance rules be?

Combat rolls post death?
From what I get, if the attacker scores a hit and kills a unit, the next roll the defender still roles for the amount of units it had before the hit? If the defender has 3 infantry and the first is killed the first roll, on their first roll they role 3 die, correct? Then, if another is killed, does the defender roll 3 because the 2 casualties the whole battle? Or does the defender roll 2 because the first casualty roll was used? Same thing for attackers. Do attackers get to roll for their casualties?
TL;DR: how do rolls for units in combat that have been killed work, for both attackers and defenders?

Sub surprise attack question
So I understand the submerge and all abilities of subs which get cancelled if there is a destroyer but how does combat work against no destroyer fleet? If my sub attacks a lone aircraft carrier with fighters I can attack it but can I resubmerge after doing my rolls, effectively not giving the carrier a chance to retaliate?
I am basically asking if subs can submerge after doing their attack roll vs a fleet without destroyers, which would make sense because it adds to their threat. -
Land Battle with air/naval support?
If I initiate a land battle, can nearby fighters and bombers help if they haven’t been used yet? Or do I have to use the air separately (thus increasing risk of their death cuz no infantry shield) beforehand? What form of support could ships provide (Excluding aircraft carrier) during land battles?
Bonus: Why do each of the axis only get one Industrial Complex at the beginning compared to 2-3 for each ally?

Germany IC distance?
So basically, I bought my units on turn 1, deployed in germany at end. turn 2 i move my land units one province to eastern europe to try and support the russian front to attack before US gets to me. Turn 3 i can attack Russia (not really since they spent 3 turns BUYING INFANTRY ON THE IC RIGHT ON THE FRONT. I don’t see how I can invade Russia early on at all. they can reinforce their front in one turn and even at turn 2 they have 6 infantry and a tank to attack my 3 infantry. How is Germany expected to do anything before the allies can attack them? In the rule book it says I can’t move units after i mobilized them, so how am I supposed to attack Russia with overwhelming odds of success?
