  • I got the answers…the IC’s should have upgraded when Japan DOW. Since Japan took WUS that would have decreased the major to a minor so you can edit out the major that Triple A put there.
    I should have been able to place a max of 10 units in the other two IC’s I had…but that’s not really important now.

    That reads like I think it should too:  Japan DOW, factories upgrade, W.US is captured and the factory downgrades.

    I think when the US enters a state of war in turn 3 by default, you can even use the factories as major that turn, the upgrade is immediately available.
