Defender gets to choose the target

Re: Axis and Allies Pacific 1940 2nd Edition ( AAP40.2) FAQ/question What is the underlying logic or likely logic in the rule that the defender gets to choose the units to take the hits?
Why would a Kamikaze pilot not be able to choose its intended target, particularly against a capital battleship that already has one hit, or against an amphibious assault transport?
In a Naval battle with more than one capital battleships, wouldn’t the defender logically always take one hit to each battleship before sinking a battleship, but an attacker would logically target the weakened battleship?

Kamikazes do get to choose their target. Of course, they may not target transports, subs or planes. Just DD, CA, BB and AC.
