The only time I have built an air base for Holland is when doing sea lion from sz110. It was a long time ago, but I believe I did it because the US had a couple loaded carriers (sz102) and bombers in range to hit my tpt fleet after the assault on London. I think we were testing out sea lion theories at the time, so the allied player knew that sea lion was a good possibility.

No. USSR has to be at war with Japan in order for any allies to land in their territories.

@Ichabod As long as Russia is neutral, US can’t land there. Once US and Russia are allied, they can.

And Russia has to be at war specifically with Japan. Also, USA has to be at war with someone. Any Axis power will do.
