Those things have nothing to do with each other.
People usually say where the troops are when there are more than one posibility.
There aren’t big difference placing in one or another territory. I will do this change and when I post G6, if you think that I’m taking any advantage, fell free to change them back respecting the amount of troops in both territories.

There is a little trick btw to find out how such units and friendly transports can be allocated: If you switch to edit move and try to remove the opponent’s transport the engine forces you to select them according to what they have loaded and then you can see which transports has loaded which units.
