Remember:
According to the Axis & Allies Global 1940 House Rules Expansion, the Winning Conditions are:
The side that first achieves either a Military or Economic Victory wins the game.
1. Military Victory:
The Axis: Capture Moscow, London or Washington – and hold that Capital for one complete round of play. Berlin and Tokyo must be controlled by The Axis.
The Allies: Capture Berlin or Tokyo – and hold that Capital for one complete round of play. Moscow, London and Washington must be controlled by The Allies.
2. Economic Victory:
The Axis: The Axis powers are victorious if they have a combined National Production Level of at least 148 IPC. Berlin and Tokyo must be controlled by The Axis.
The Allies: The Allied powers are victorious if they have a combined National Production Level of at least 189 IPC. Moscow, London and Washington must be controlled by The Allies.
Note 1: These Economic Victory conditions must be fulfilled after a completed round of play: after France’s turn is over, take a look at the ENPC and check the IPC levels.
Note 2: the IPC that each Nation receives from National Objective and Bonus Income and Advanced Production Capacity etc. do not count towards the IPC level required for the Winning Conditions.
3. Surrender: either side can surrender at any time due to a hopeless military situation.
@The-Captain Oh boy, somehow I overlooked that. Definitely makes it a bit harder for the Axis to win. I kind of like the concept of victory cities that play more of an important role in the war but I’m guessing the change was made for game balance?
The Winning Conditions were originally copied from the Axis & Allies Classic version, where the Axis won the War if they had a combined IPC Level at 84 IPC.
Also, the side that first captured two Major Capitals would win the War.
As the Axis & Allies Global 1940 House Rules Expansion play testing began in 2012 with the Axis & Allies Global 1940 version, we modified and adjusted those Winning Conditions to fit for the Global 1940 version.
The basic idea was to make the Winning Conditions for Global 1940 more flexible.
Since the Victory Cities seems too stuck, the Strategic Planning for each Nation is limited to focus mostly on those Cities.
With the Winning Conditions in the Axis & Allies Global 1940 House Rules Expansion players can now use the whole game board from corner to corner in order to win an Economic Victory.
So now, the Strategic Planning makes each game unpredictable - and each Nation now has unlimited options to win the War.

That’s seems as a good idea - in that way, players can gradually adapt to the Expansion Victory Conditions.

Report through the end of Early 1942 (round 5)
Germany immediately launched attacks against France and Russia in turn 1. Russia pulled back and arranged troops for a defensive stand. Germany captured Novgorod, but since Russia destroyed the factory Germany built a factory in Finland on that same turn. Germany launched a powerful attack against Ukraine which was defended by a large amount of infantry. Battle started well enough for Germany so Russia destroyed the factory, but then Germany took heavy loses and decided to retreat. Knowing that they wouldn’t be able to capture Russian factories Germany also built a factory in Romania.
Russia built up 3 army units and a tank army and invested significantly in mines near the territories where Germany had their largest amount of forces. To date Germany has crossed a mined border once, with no casualties, and the 2 rockets fired so far at German forces have also missed. A massive counter attack with 3 Russian armies was launched in Early 1942 to reclaim Archangel after Germany took it in Late 1941 eliminating 1 Russian army unit and a large amount of other troops. The 1941 attack on Archangel left Novgorod practically empty so Russia was also able to reclaim it in Early 1942 with the minimal forces you see on the board.
The UK focused on building landing crafts right away to quickly capture Norway & Denmark. Germany counter attacked destroying those forces and all landing crafts, so UK went over to building transports instead and has another foothold in Europe in Denmark & Holland. Germany has built 1 wolf pack so far and it hasn’t been used yet. The UK also focused on eliminating the Italian navy (a success), building a factory (and controlling) the middle east, and pouring a massive amount of infantry into India.
Italy has had a tough go of it launching a disastrous attack on Alexandria on turn 1 with terrible rolling where they were soundly defeated by the UK. That set the tone as Italy has not been able to keep a navy and has posed little threat to Africa. The French navy has not only survived, but has been sitting off the Italian coast for several turns sinking convoys. I don’t think I’ve ever seen that! It’s kind of silly, but with little else to do the lone French troop that started in western Africa walked across the continent to capture the only remaining Italian country south of the Sahara - Italian Somaliland.
Japan attacked the USA on turn 2 by taking control of the Philipines, bringing the USA into the war early. A decent sized USA navy was built on the East coast, with more resources committed to the Pacific, but the US hasn’t had a significant impact on the game as of yet. Japan pushed hard at taking islands and eliminating China, which they succeeded in doing in Early 1942, but China was revived almost immediately by the UK. Japan certainly is a force to be reckoned with and has a lot of options in the upcoming turns.
The Axis clearly were trying for a quick Economic Victory as they were at 145 IPC after Japan’s Early 1942 turn. Since that time they’ve lost several money islands to Anzac & the UK, and Germany continues to be plagued by attacks from both fronts so they are no longer close to reaching that at this time

How many Soviet Mines were on the border that German troops crossed ?
When you post pictures, can you hold the camera at a lower angle, so we can easily see the stacks of units.
@The-Captain Good point Captain, I’ll try to remember to position my camera lower next time. There were 3 mines on the border that the German troops crossed. Currently all mines are dug in as follows:

The War lasted until Early 1947 with an Economic Victory for the Axis. Congratulations to Victory on the win :)
I will try and break this down in 2 year increments.
Gemany
The reich started off with a full Waffen buy as well as a U-boat and a Fallschirmjäger. They sunk the British Navy in 110 and 111 with extremely accurate Luftwaffe fire and also Conquered all of France.
In Late 1940, they sink the remainder of the British Med Fleet in 97. U-boats begin to disperse into the Atlantic.
4 Air Transports are purchased for Goring’s Luftwaffe.
No combat occurs in Early 1941. Wolfpacks begin to form and Guderian takes command of 1st Panzer and 2 Oberst prepare to Form 1st and 2nd Waffen Armies.
In late 1941, due to a Early 1941 Nippon Attack on the Allies, The US has entered the War and Admiral King has moved a strong Fleet to 91 off Gibralter.
The Luftwaffe and a solo U-boat attack. Without a DD to defend against the American Subs, it is sunk before it can engage. The Luftwaffe’s aim is off and the first rd of battle causes light damage.
The Americans gunnery is slightly above average forcing the Luftwaffe to break off the attack.
A small British LCV landing in Holland is easily countered.
90% of the Wehrmacht is stationed on the Poland/Slovakia/Romainia line, led by 1st Panzer and 1st and 2nd Waffen.
Rommel and the Afrika Corps has landed in Libya.
Soviet Union
Russia starts of with a mixed buy of 2 Combat Engineers, 10 LMs, 2 Paras and a Elite and commisar.
In Late 1940, they continue heavy LM builds as well as bringing the VDV to 100% effectiveness. The Engineers begin to move LMs to W UKR where they are armed against Poland and Bessaraibia.
Early 1941 and Russia continues with heavy LM builds. With Tankograd up and running, they also commision a Tank General. The majority of the VDV move to Novgorod, with 1 Division along with 2nd Corps moving to Caucasus.
Late 1941 and Stalin feels his chance to strike at Germany is now and he Declares War.
The soviets prepare 3 Guard Infantry as well as a Elite and Artillery for deployment. They save the majority of there resources for next year, when they plan to implement Mass Conscription.
The Paratrooper in Caucasus takes an undefended Bulgaria. Engineers arm 6 LMs in Belarus at E POL. 14 Inf are deployed there also.
The Ukraines are heavily mined and have strong Inf and Artillery Forces prepared to counterattack when needed.
Bryansk has 1st Tank and 1st Corps acting as a strong mobile defense force.
Japan
Nippon begins with a couple Transports and a Minor Fctry as well as a Elite.
They conduct standard attacks on china.
Late 1940, they purchase 3 more Trprts and continue there attacks on china.
Early 1941 and despite some misgivings by a few, the militarists prevail and attack the Western Allies.
They sink British and ANZAC Naval Vessels in the DEI’s and take Borneo from the British.
They also successfully take the Philippines, Singapore and Hong Kong, while continuing there attacks on china.
In Late 1941, a Naval Base is constructed in the PHI. The remaining Dutch Islands are conquered. China is reduced to Tsinghai and Sikang.
Short break in case of machine freeze.
United States
The Americans destory the Facilities in the PHI and also begin to fortify it. The remainder of there resources are invested in the Navy, other than a Elite for the Army.
Late 1940 the USS Missouri is launched. The Aleutians are reinforced and fortified.
Early 1941
Cowardly Sneak Attack by Japan ! National Guard Called Up !
Americans are furious. Admiral Halsey declares the only place the japanese language will be spoken is in hell.
Roosevelt convinces Congress to Declare War on Germany and Italy.
US invests heavily in there Navy. They make some minor Naval attacks in the Pacific and Atlantic, as well as a premature invasion of the combined Italian/German garrison in GIB.
They do manage to attrit a Luftwaffe Stuka.
The Atlantic and Pacific both receive Naval reinforcements.
Late 1941 and the emphasis continues to be on the Navy, although the Army is begining to produce signifigant numbers of Artillery.
The Americans liberate an evacuated GIB. DDs combined with Air assets, begin to sink U-boats in the Battle of the Atlantic in earnest.
Minor naval battles continue in the Pacific.
The Fleet off GIB withdraws to the Carribean in 89 to avoid U-boat and Luftwaffe attacks.
Both Oceans are again reinforced, with the majority going to the Atlantic. This will prove costly in the future, as the yanks will be unable to check Japanese aggression in the Pacific.
China
China fights traditional land battles against JPN, counterattacking where they can.
By Late 1941 they only control Tsinghai and Sikang. The Flying Tigers are still active.
UK
Britain destroys the Naval Base in Singapore and fortify Borneo.
They successfully conduct combat against the Italians in Ethiopia and the Regia Marina in the Med.
A lone DD is sunk by a U-boat in 106
India, S Africa and London are reinforced.
Late 1940 the British upgrade the S AF Fctry to Hvy Ind. They fortify Sumatra which they took custodianship of from the Dutch 6 months earlier.
A RAF Bomber sinks a lone Italian Trprt in 92. Italian Inf is destroyed in Kenya.
Early 1941 and the British move there India Fctry underground and build a Minor in Egypt.
Iraq is conquered.
Late 1941 the British conduct an LCV attack on Holland supported by the RAF.
Using the Range of there Bmbr combined with DDs, they begin to sink U-boats in the Atlantic.
There are still large numbers of U-boats and the Battle is at it’s peak.
Italia
Italy purchases 2 LCV’s and a Para. They conduct stikes against the French and British ships in the Med.
They take control of GIB.
Late 1940, they destroy the Facilities in GIB and take Greece.
Early 1941 they invest in there Air Force. They make a suicide attack on the American Fleet off GIB and are obliterated causing no casualties.
Late 1941 they invest heavily in Paras. They successfully destroy a British Armor concentration in Tobruk and kill the soviet Para in Bulgaria.
ANZAC
ANZAC purchase a Trprt and take custodianship of Java and DNG.
Late 1940 2 Inf and a DD are bought for the Armed Forces. Java is fortified. They take control of Celebes.
Early 1941 and Japan strikes ! Naval vessels off the Dutch Islands have been sunk. A Minor Fctry is built in Queensland.
Late 1941 the Air Base in Queensland is upgraded. Java and Celebes are lost.
An American Fleet joins them in 54. JPN threatens from Java and the PHI.
France
The French provide target practice for the Axis.
Here is the situation Late 1941.
Triplea doesn’t allow for the Islands. You have to add them manually.

I’ll try and shorten it up going forward :)
Early 1942 - Early 1947
Germany is able to take Egypt with Rommel after the Italians sacrifice there Air Force to reduce the British defenses. The UK will be unable to liberate it.
They never really get going against Russia, in part due to the resources poured into Egypt. They do trade Lenningrad several times.
Japan becomes such a powerhouse, they just need to repel small LCV and Para attacks in W Europe and hold the line agaist Russia.
Russia is in a fairly strong position for most of the game. They are able to support Britain’s new Fctry in the Middle East after Egypt falls, but will eventually have to return to Russia.
They are able to liberat NW China for a few rounds, but a disastrous counterattack where a Tank, Arty and 2 Inf against 1 Tank are defeated in Tsinghai in Early 1946 allowing JPN to breakout into the Soviet Union.
JPN turns into an absolute Beast. They take New Guinea in Late 42 and cripple the ANZAC Economy. There Navy reigns supreme the entire war.
USA tried a couple times to liberate ANZAC possesions, only to lose both major Naval Battles in 54 to the IJN.
They were able to keep good pressure on Germany and Italy by controlling the Med for the majority of the war but it would not be enough.
China had a brief respite when there communist brethern liberated them, but never had enough of an income other than to supply 1 or 2 Inf.
Britain struggled hard after the loss of Egypt. They were able to continue harassing attacks in W Europe for the entireity of the war.
They couldn’t get going offensively out of India either and eventually had to withdraw to West India in Early 1944.
Italy was contained for the most part but was able to threaten Caucasus and Middle East with potential Para and LCV attacks that the Allies had to honor.
ANZAC basically was forced to turtle. They tried to support the USA with Ftrs and Escorts during both failed attempts to liberate New Guinea.

Another hard fought battle but the Allies take the win in Late 1947.
G started off with a modest Waffen buy and some ships for the Kriegsmarine.
They would attack both UK Fleets in 110 and 111, as well as all of France and their Ships in 93.
They would not attack the Brits in 106 off of Nova Scotia.
They suffered some Air losses but were successful in all Attacks.
Late 1940 had units from all Branches of the Armed Forces being deployed. Most notably, the Graf Spree was launched from Southern France with 2 Me109T Ftrs.
Early 41 and the Wehrmacht was the focus, although another Wolfpack formed as well.
A strong Naval Task Force moves to 91 and GIB is conquered.
The 109T’s are lost in battle against solo Allied ships in 97 and 99.
The Bulk of the Wehrmacht concentrates in Romainia.
Late 41 and the build is similar to Early 41. A Panzer General has been commisioned and Guderian is anxiously awaiting for his Panzers to arrive.
Von Rundstedt has completed the formation of Army Group South in Romainia.
The Soviet Union is not attacked.

Early 1940 and the commies max out there Landmine and Paratrooper capacity, as well as bringing in a godless commisar.
Late 40 and the Soviets produce 5 more LMs but go heavy with Tanks, producing 4.
Another commisar joins the team so his commie buddy isn’t lonely.
Early 41 and LM production takes off again.
Zhukhov is promoted to Commander of 1st Tank.
Late 41 and Katyusha Rockets begin to be produced and stalin promotes large numbers of Infantry to Guard status.
Stalin declares war on Germany and it’s Allies and takes a undefended Finland.
The Soviets reinforce their Bloodless Conquest Heavily.

Nippon
Early 40 and two Factories are constructed in China. Normal land attacks occur.
Late 40 and JPN goes with heavy Infantry builds along with two Transports.
Brutal and Ruthless Combat continues against China, now in it’s interior Territories.
Early 41 and the arrogant British have attacked the Co-Prosperity Sphere !
Vengenance will be had !
Late 41 and the IJA and IJN split resources, with a Naval base being constructed in Hainan.
The British are pushed out of Yunnan, back to Burma.
USA
The yanks destroy their Facilities in the Philippines and the Army builds Fortifications.
Most resources are spent on the Navy.
The Aleutians are reinforced or … well, Army Forces occupy them.
Late 40 and Uncle Sam realizes he should get his head out of his ass and start to rearm. They launch the USS Missouri and continue to Fortify the Pacific.
Early 41 and the Sister ship to the Missouri is launched. The USS Iowa. These two Powerful Naval Vessels will have a Huge impact in the bloodletting that will soon take place.
Late 41 and the Americans continue to invest heavily in their Navy.
They stare in disbelief after the arrogant and overconfident British attack Japanese Forces in China.
They are now at War but conduct no Attacks.
China
By Late 1941 they are still able to control some of their Northern and Western TTys, as well as a few in the Interior.
UK
The British repair the fortunate HMS Hood and invest heavily in the Army. Surprisingly, pragmatic heads prevail in Malaya and the Singapore Harbor is destroyed.
Late 1940 and the Commonwealth Member South Africa upgrades their Factory to Heavy Industry.
The Pacific is Fortified and the RAF deploys a new squadron of Fighters, as well as a DD for anti-submarine purposes.
A major combined RAF and Royal Navy attack, sink the Italia Regia in 97.
Early 1941 and British intelligence has detected long range German Bomber concentrations in Western Germany. Churchill orders Factories to move underground.
Due to the coercion of the local population, Administrators, with help from the Army, build a Minor Factory in Egypt.
3 Paratrooper Divisions deploy to London.
Tanks and newly formed Infantry also activate.
An intoxicated and irritable Churchill throws a fit and tells his Foreign Secretary that they are at War with Japan.
The imbecile makes it public and Churchill would go on to later say, that it was the worst hangover of his life.
The enthusiastic tommies would make short lived gains in Yunnan and Malaya, although Singapore would hold for another year, but Nippon would counterattack themselves in time.
Iraq is straightened out with who is the boss and a minor LCV and Para attack take Holland and Normandy.
Late 41 sees heavy Armor and Para buys, as well as some ASW units.
Combats in Yunnan and Normandy. Both Attacks succeed.
Egypt has a heavy Armor presence with 5 Div now.
Italia
Italy produces 2 LCVs and a Para.
The remaininig Regia Marina redeems itself and sinks the UK ships in 97. ( I was off 6 months in UK attack above )
Late 1940 sees strong Army builds as well as another LCV.
Combats in Syria, Tunisia and Greece.
All succeed, except for Syria attack, where French Foreign Legionnaires fight to the death and force the combined Amphib, Para and Air Attack of Italia to come up just short of Victory.
While glorified in the future by the French for the heroic defense of the Legionnaires, they conveniently leave out the 2 British Air Wings that shot the Italains to pieces.
Early 41 and Air Trprt and LCV, along with Army units deploy. Italy moves Northwest to Holland and defeats a UK landing. The fuhrer is pleased and will reward Italy in the future.
Indigenous French troops are defeated in Algeria and Italy rakes in 28 PUs with all Allied ships in the Med either sunk (most) or sailed away.
Mussolini’s eyes glaze with greed.
Late 41 and heavy Infantry buys continue, as well as a LCV and Air Trprt.
Combat continues in Western Europe and a new theatre in the Eastern Front. Bessarabia.
The insufficiently supported Normandy attack fails in a stalemate, although Italy sent everything they could.
A strong German Fleet in Toulon keeps the Med free of Allied ships and Italy once again rakes in 28 PUs.
Mussolini starts eyeing another mistress much to the distress of his current ones.
ANZAC
They go with a DD instead of a traditional Trprt build. Take custodianship of Dutch Islands.
Some Dudes and a Ftr in Late 40
Another Ftr and finally a Trprt in Early 41.
Buy a Fctry and upgarde NSW Fctry with the Singapore money.
Still no combats but JPN won’t let them sit the War out forever :)
France
Nothing signifigant to report.

Here’s most of the pacific in one or two actually :)
E Front look
For the rest of the War, Germany is slowly pushed back and ground down by attrition from the soviets on the Eastern Front.
They make a brilliant tactical move, and conquer Egypt and it’s British built Fctry.
They would hold it for a couple years, but a disastrous attack by the Luftwaffe against the giant yank Fleet off of Italia, they only hit 4 out of 20 with all hitters at 3 or better, and a defeat in Sudan against British forces from S Africa, would see them lose control.
Major pivot point in the War.
Nippon is able to hold it’s own for a while, but eventually, Anglo-Saxon superiority shines through and the IJN is forced to protect their Home Waters.
The IJA is able to keep pressure on the soviets, but the Indian Army breaks out and china becomes untenable.
UK is able to keep up minor attacks on Western Europe, forcing the reich to constantly counterattack, spending valuable resources in the process.
ANZAC produces large numbers of Submarines, which plays a big role in the cowing the IJN back to Tokyo Bay.
Situation 1947

This is the only post in the No. 16 Game Report.
Players:
Axis: The Captain
Allies: Keld Rasmussen
Germany:
As part of a Combined Axis Strategic Plan - where the Strategic Objective is to either capture London or weaken the United Kingdom Economy on a massive scale - Germany prepares for Sea Lion in Early 1940.
Landing Craft units are mass produced and the Luftwaffe is transfered to the Western Europe sphere in order to support Sea Lion.
Soviet Union:
As part of the Combined Allied Strategic Plan - where the Strategic Objective is to win the War by Economic Victory in Late 1941 or Early 1942 - the Soviet Union are preparing for an attack against Korea and Manchuria as well as an Airborne Assault on Norway and Finland.
Japan:
Japanese forces are preparing for a Soviet Invasion in the North - and are fighting heavily in China.
Preparations are made for an assault against either India, South Pacific islands or Australia.
United States:
A Heavy Build Up of naval and land forces in both the Atlantic and the Pacific is ready for attack in Late 1941.
China:
Chinese forces are fighting with skill and determination - and the Chinese troops are able to withstand the Japanese attacks and keep them occupied to prevent a massive attack against the British forces in India.
United Kingdom:
Since the Soviet Union and United States are not able to launch any attacks against Europe until Late 1941, the British forces must try to capture as many islands as possible in the Pacific.
Supported by ANZAC forces, the United Kingdom launches their attack against Japanese forces in the Pacific in Early 1941.
In Europe, the United Kingdom is under heavy pressure from German and Italian forces now that it seems obvious that Sea Lion is being prepared.
More than 75 % of the British IPC are spend to defend London. This means that India and Africa only receive minimum reinforcements.
Italy:
From Early 1940 Italy mass produces Landing Craft units as part of the preparations for Sea Lion.
Late 1941:
At the end of Late 1941 - after France’s turn is over - the Allies have a Combined IPC Level at 185 IPC.
This is as close to Economic Victory as the Allies will ever come.
The cost for getting this far has had an impact on the Allied War Production that gives the initiative to the Axis - and from then on, the initiative stays on the Axis side.
Early 1942:
The Axis:
An invasion of United Kingdom is not possible due to a heavy British build up of troopes in London.
Germany and Italy launches attacks across Africa, the Middle East and the Soviet Union.
