Will Russia retake it’s IPC’s from Germany if the red army is able to retake Moscow on the following round?

No.
A player only surrenders ipc when they lose a capital.
If a capitol is liberated, no ipc are surrendered, ever. -

Liberating a capital only allows the liberated power to start collecting income again as normal… you don’t get any money from anyone else for retaking a capital.

You also want to be careful that you don’t immediately lose your capital. If that happens, the income you’ve earned goes to the other side, plus any of your territories that have been retaken by your allies after your capital loss revert to your ownership, which is not what you would want - better to have them earning income for your allies.
