Yeah, looks like we were playing it wrong Zombie69. Thanks for the help! Last time I trust 15 year old campers to figure out how a game works.

So I’m playing with a couple friends, all of us new to the game, and we hit something that has caused a lot of unrest that I haven’t been able to find an answer for in the boards besides restatement of the same rule stating that IPCs are given to the country who captures the capital and all phases besides combat, combat res, and non combat are skipped. It could be we’re playing completely wrong but we believe we are doing everything correct.

Situation:
Germany has purchased 3 units during phase 1, leaving 1 IPC left
UK captures Berlin during combat, taking the 1 IPC
Germany still has a production facility left at the mobilize phase that could potentially mobilize all units

What happens to purchased units? Are they placed during deployment or are they refunded and leftover IPC given to UK? Or are they held in reserve until Berlin is liberated then can be deployed?
