Hey guys i was wondering in A&A 1914 just say the germans have captured Moscow and all the Russians have been wiped out, can Germany build troops and reinforce in Moscow? Also Via if Germany captures Rome? Thanks!

No, afraid not Anzac Defender.
Only ever in your own Capital (or India, if you are the UK).

If you like (not many units though).
I would definitely allow Germany to build in the West somewhere (max 4/5 units) and reduce India’s production to 4 units.

My, what a silly idea.

Don’t tell Larry, or he’ll use it in his WWII games, where the idea is even more silly!

But India should be reduced to 4 units per turn, of which only one can be anything other than infantry.

Sorry DessertFox, it is not in the rules. I was speaking to Anzac Defender, who was talking about House Ruling new units to a captured capital.
I did not mean to confuse anyone.
