The rules say the western allies may not invade strict neutrals. There is no mention of Congo becoming pro-allied.

No, but, Belgian Congo means it is technically controlled by Belgium; hence the name. Like Spanish Morroco, if Spain is convinced to join the axis, Spanish Morroco would as well. It makes sense that the same would apply here.

No, there is no Belgium, but there is a Belgian Congo, and that is what Dafyd’s question was originally about. Besides, historically, Belgian Congo was very actively involved, on the side of the allies, in both world wars. When Belgium fell to the Nazi’s in WWII, the Congo still fought on. They remained loyal to the Belgian government in exile in London. I believe that is why it has a UK roundel on Larry Harris’ 1940 map.

That is probably why the question was asked about the UK taking the territory and not the Americans.

Another problem was that, when Belgium surrendered in 1940, the government left the country (eventually setting up the government-in-exile alluded to by the note “Administered From London” that appears on the A&A map in the Belgian Congo territory) but King Leopold III remained in Belgium. This provoked a Belgian constitutional crisis, and also greatly irked the Alllied powers. Ultimately (after WWII) Leopold had to abdicate in favour of his son Baudouin due to these issues.

So, then, we have established that they are not strict neutrals, they refused to give America uranium, and appearantly liked or at least tolerated the Brits.
