Can you purchase any kind of unit where there is a factory? or does ships have to be purchased at a harbor?
During the “Purchase Units Phase” you can buy every unit listed in the mobilization zone on the game board.
However, restrictions apply during the “Mobilize New Units Phase”.
For example ships can only be placed in sea zones adjacent to territories containing eligible industrial complexes.HTH :-)
