Would a Destroyer and transport be able to Non combat move into a sea zone containing only enemy subs?

Yes, as enemy submarines don’t make the seazone hostile.
Don't always trust TripleA when it comes to rules questions. Know the rules before you start … and better check what TripleA has done.

Enjoy your game.
Be aware, however, any other Russian territories remain Russian. An ally of Russia cannot collect their income, until either Japan or Germany first capture them. Then they are fair game for her allies. All territories would revert to Russia, once Moscow is liberated.

Probably best to stick to ground units. Germany can hit you hard, then Japan comes at you from behind too.

I thought since a destroyer nullifies a subs specials that meant it could see the sub and would have to engage in battle since the sub would not have an option to submerge.

I guess it comes down to the choice of the destroyer.

My friends and I games this weekend should go much more smoothly with all this additional “verified” info.

It’s helpful to have the rulebook handy to reference when questions pop up. Even if you think you know the rule it’s better just to find it in the rulebook and show your friend so that you build trust. After a couple times of being right he will just take your word without question.
