French National Objective?

i looked at the Europe 1940 Q+A and i saw that France as a NO, the same as in Global.

But in the Europe Rulebook, in the NO for Europe only, they do not talk about France.

Where that “update” is coming from?

They do. It is the same rule but at a different place:

If and when the territory France is liberated by the Allies,
the player controlling France immediately places his or
her choice of up to 12 IPCs worth of any French units on
the France territory for free. This can happen only once
per game.
