Fleetwood Dan is correct. It’s land units only in the box rules, and both land and air units in LHTR.

LL can be easily solved by obtaining a copy of Hungry Hungry Hippos. The person who eats more pieces wins and nobody can complain about dice.

Playing cards for randomization (keeping Ace-6) maybe 2 or 4 packs shuffled together. Each card is just as random as a d6 (without knowing the other). All together keep the average guaranteed. Maybe shuffle them all back when few of them (say <10) remain in the deck to prevent “knowing” the remainder is better/worse if the history so far has been worse/better.

Why not just play poker to solve Axis and Allies Battles?
Each player posts small blind of one infantry
Cash out the IPC of each army into chips
This is no limit BTW…
Play the hand and it will be less luck than dice.

It’s a lot easier to cheat with cards than dice.
