Factory Upgrade Question

I’ve always assumed that if you pay $20 to upgrade a minor, it goes immediately into effect and you can place units there that same turn.
But I’m reading the rule book and I don’t know where I got that from?
I googled it and apparently this question hasn’t been asked before?
So do you have to wait until next turn to place units, or can you place them immediately?
And can you point me to source for answer.Thank you

No, you wouldn’t be able to use it as a major until the following Turn. A good rule of thumb is you cannot use something unless it is already in place at the beginning of your Turn; such as canals, airfields, factories and newly captured territories.

I guess I applied that to upgrade
