    So if the Philippines boats wanted to vacate the waters around the Philippines they would have to move in a manner as to end their turn not adjacent to a Japanese territory?

    You must misunderstand something here. The US ships in SZ 35 are adjacent to US-controlled Philippines - and not to any Japanese controlled territory.

    US ships can’t end their move in seazones adjacent to Japanese controlled territories.

    That is what the rules say (p37, Rulebook Pac.1940.2): “… while it’s not at war with Japan, the United States may not … end the movement of its sea units in sea zones that are adjacent to Japan-controlled territories.”
