US Pacific Ocean Movement Restriction

So the US while at peace they are unable to move its navy adjacent to any Japanese territory. Even though the US begins the game in the Philippines with naval vessels which already violate this rule.
The US cannot move its naval vessels to any of its territories that are next to Japanese territories?
So if the Philippines boats wanted to vacate the waters around the Philippines they would have to move in a manner as to end their turn not adjacent to a Japanese territory? -

You must misunderstand something here. The US ships in SZ 35 are adjacent to US-controlled Philippines - and not to any Japanese controlled territory.

US ships can’t end their move in seazones adjacent to Japanese controlled territories.

That is what the rules say (p37, Rulebook Pac.1940.2): “… while it’s not at war with Japan, the United States may not … end the movement of its sea units in sea zones that are adjacent to Japan-controlled territories.”
