So the US while at peace they are unable to move its navy adjacent to any Japanese territory. Even though the US begins the game in the Philippines with naval vessels which already violate this rule.
The US cannot move its naval vessels to any of its territories that are next to Japanese territories?
So if the Philippines boats wanted to vacate the waters around the Philippines they would have to move in a manner as to end their turn not adjacent to a Japanese territory? -

You must misunderstand something here. The US ships in sea zone 35 are adjacent to US-controlled Philippines - and not to any Japanese controlled territory.

Ships move from sea zone to sea zone. Don’t confuse sea zones with territories.
US ships can’t end their move in sea zones adjacent to Japanese controlled territories.@smildgeii said in US Pacific Ocean Movement Restriction:

That is what the rules say (p37, Rulebook Pac.1940.2): “… while it’s not at war with Japan, the United States may not … end the movement of its sea units in sea zones that are adjacent to Japan-controlled territories.”

@smildgeii As a point of clarification, sea zone 35 is adjacent to Philippines, sea zone 20, sea zone 21, sea zone 34, sea zone 36, sea zone 43, sea zone 44, and sea zone 45, none of which are Japanese-controlled territories at the beginning of the game. Island territories in sea zones are adjacent only to the sea zone surrounding them, so sea zone 35 is not adjacent to Hainan, Formosa, or Paulau Island, only to the sea zones surrounding them.

@Krieghund ah OK that makes sense.
So the US could if it wanted while at peace put vessels adjacent to Guam? -
@Panther thanks I appreciate the response. Makes sense now…didn’t make sense understanding my way lol. Thanks again.
