Question on which units participate in sea zone attack and which units participate in land battle…
Ex: US attacking W.Germany. 3 fighters can scramble, no Ger ships in sea zone. Battleship, Cruiser, AC w/ 2 fighters attacking.
When does Germany announce their scramble count( if any) and when does US have to announce US fighters for sea battle?
If US announces first but then Ger doesn’t scramble, can all units participate in amphibious assault?

Welcome to the Forum.
Given the above mentioned setup there can’t be neither an attack in the seazone nor a scramble nor an amphibious assault.
So I suppose you simply forgot to mention at least one transport with at least one land unit on it.Now let’s assume that your scenario includes one or more attacking transport(s) with one ore more land unit(s).
By the rules (Rulebook Europe 1940.2, page 16)
“Scrambling is a special movement that the defender can make at the end of this [Combat Move] phase. It must be done after all of the attacker’s combat movements have been completed and all attacks have been declared.”So this answers your questions. The US during combat move phase has to decide to bring fighters to either the seazone in question or to the land territory - or to both spaces before the defender’s decision to scramble. In other words the defender’s decision will be based on the attacker’s movements, and that ends the Combat Move phase.
So only the planes that US moved to Germany will participate in the land batttle (provided the sea zone can be cleared of enemy units - the potentially scrambled German planes - before).

Ok that is what we figured, but still unclear about the off shore bombardaments. Can those take place if ger doesnt scramble?

If G scrambles, that creates a naval battle. All units must participate in the naval battle. So, can’t bombard. No scramble there is no naval battle, so can bombard.
Note
In a situation with a just a sub or a trprt, those could be ignored, no naval battle and you can bombard.
If you wanted to sink them though, that creates a naval battle and no bombard.Panther will probably explain it a little more precisely :)
