Hey Captain! Your House Rules are absolutely magnificent and outstanding. You are right that once your play with your set of HR, it’s impossible to go back to OOB. Have been enjoying playing G40 with my 14-year old son who has declared this to be the greatest game in the world with no close second! Thanks to how your HR have inspired him, he is now devouring world geography and world history from that great conflict about 80 years ago and teaching his friends about both as well. We do have a question though that we can’t find answer to in this forum. With regard to the Non-Aggression Pact house rules on page 22. Are these in addition to OOB or replace them? For example, would a Japan attack of Amur in Late 1941 only result in a 7 IPC penalty or would Soviet Union also receive the 6 infantry in Mongolia? What about a Japan attack of Kazakhstan in Late 1942? Would that only result in a 5 IPC penalty since not adjacent to Mongolia? Thanks

We also have one of our Axis & Alllies Veteran Members who’s 14-year old son also plays with the complete G40 Expansion rulebook.
- When the Japanes-Soviet Non-Aggression Pact is active, it replaces the OOB Mongolian rule.
- If Japan attacks Amur in Late 1941, Japan must pay 7 IPC to the bank - and the Soviet player receives 7 IPC from the bank. That’s it.
The Japanes-Soviet Non-Aggression Pact can only be broken once - after that the game continues as usual.

When moving across a border with mines during combat movement, do you roll for the mines immediately after the move, or do you wait until all moves have been made?

All units must move simultaneously across a line.
If any Mines detonate, the player who is moving must choose which units are lost.

Please note that there are 8 additional Global 1940 Expansion Optional Rules attached to this thread at pg. 1.
So far, the Operation Felix-Heinrich rule has only been used once - and by that time, the Axis were already within range of Total Victory.
The other 7 Optional Rules are used more frequently. Most popular are:
- Combat Engineer unit
- Fighter Ace unit
- Flak Tower unit

Can you rail units in/through an area that has been cleared of Partisans in the combat phase the same turn?

After Germany has taken over Italy, do the Italian and German limits on Paratroopers and LCVs get added together? So Germany can produce 12 Paras and 10 LCVs?

Never mind, the partisan one was answered directly in the rules, the territory must be clear of partisans from the start of the turn. I overlooked that.

- Rome cannot produce more than 3 units - unless upgraded to Heavy Industry - or a Major IC. Otherwise the Placement Restrictions are OOB.

Waffen-SS Paratrooper units operate under rules for Paratrooper units - unless otherwise mentioned under rules for Waffen-SS Paratrooper units.

@The-Captain New Question for you Mr. Cap. Have you ever playtested additional National Objectives for the HRE expansion?? I got the idea from the YG 3G40 scenario which is inferior to HRE mostly due to play balance issues but also some rule sets that are overly complicated. But there were some interesting National Objectives which are historically accurate and may not upset play balance such as:
- UK bonus from Atlantic being completely clear of Axis naval units
- UK bonus if Burma Road is open and they are at war with Japan
- UK bonus from Operation Husky (control of Malta, Sicily, Sardinia, Crete, Cyprus)
- Italy bonus if those islands are controlled by Axis)
- German bonus from Afrika Korps (presence of certain number of German units in Africa)
- German & Italian bonus from Balkans occupation (Crete, Cyprus, Greece, Yugoslavia, Bulgaria, Romania)
6.US bonus from Operation Torch completion (Morocco, Algeria, Tunisia, Libya)
There were some other bonuses that seem duplicative to what is already in HRE but the six I laid out would in my opinion be interesting optional rules if play balance is not a problem. Your thoughts?

Also the fight would be more intense in the Balkan and the Mediterranean Sea. Also Operation Torch would be more viable -

Yes - we have playtested most of these NO’s - and some additional NO’s that we came up with over the years.
Our game experience shows that most players have focus on these items:
- Strategic Planning
- Tactical Advantages (specialized weapons and units for each Nation)
- Formation of Panzer Armies and other Armies
- Formation of Army Groups
- Focus on Economic Victory (most games end with Economic Victory)
- Focus on Military Victory
Due to the massive number of units & rules in the G40 Expansion, we decided to keep most game mechanisms OOB - including NO’s.
The only additions/changes concerning NO’s that we have added are:
- Japanese bonus for capturing China (see pg. 12)
- United Kingdom bonus if all European territories with an IPC value are controlled by United Kingdom (see pg. 12)
Also, after the German Take Over Of Italy, the German player collects both Italian and German NO’s.
Instead of adding more NO’s, the G40 Expansion includes some economic features such as:
- Advanced Production Capacity (see pg. 13)
- Non-Aggression Pacts (see pg. 22)
- United Kingdom is one economy (see pg. 12)
We suggest that players should master the G40 Expansion before adding further rules.
Once this has been accomplished, most players seem to have more than enough on their hands, when playing against experienced players.
Nonetheless, we have now recorded the suggestions above concerning additional NO’s.
We will look into those NO’s and other rules that we are continuosly working on during the coming 2024-2025 Axis & Allies Gaming Season.Thanks for your comments.
