Due to the fact that whilst most of your rules are historically accurate, their execution I have some problems with. To fix that, I wrote an article on changes to The Captain’s rules:
Axis & Allies Global 1940 House Rules Expansion

@The-Captain when Trprts gain the ability to Defend at 1, do they now also, Force Naval Battles and Block SZs ?
Or do they still behave the same as OOB allowing them to be ignored ?
Thanks
-
Transport units operate according to the OOB 1940 2E rulebook - with a few exceptions:
- From Late 1941 a Transport unit defends at “1”
- From Late 1941 up to 2 Transport units can be part of a Convoy.
Defending Transport units that are alone or together with other defending Transport units can be ignored during an enemy amphibious landing.
Transport units do not block enemy naval movement - not even when they have a defense factor at “1” from Late 1941.
See pg. 29 & 30 for further details.
-
@The-Captain Thank you If by themselves they can be ignored
-
Yes, they can be ignored.

@The-Captain Hi Captain
Have you Guys tried activating the Volkssturm when Germany ends it’s turn with the russians adjacent to it, even if it has more than 21 IPC income ?When Italy has been taken over, I don’t see them, Volkssturm, happening.
Cool rule, but, Idk, doesn’t seem like it’d get used after the reich takes Italy. Obviously, things dire for the Deutsche by then anyways but … :)
I wonder if a time frame victory, with points for Major, Medium, Minor Victories depending on the date, would be worth exploring.
Obviously not a novel idea :) just wondering if your Gruppe tried it or not.
-
The German Volkssturm units have been activated during a few games only.
Usually, when Germany is fighting for its life at the end of the War, the activation of Volkssturm units is the last desperate attempt to avoid Total Defeat.
We will look through our foto archives during this gaming season and post some Game Report pictures from a scenario where the German Volkssturm units are acticaved.

@The-Captain Hi Captain
Can a Corps be formed with a TG ? I have 1 commisar, 2 Paratroopers and 1 TG. It seems they probably can as it says “Tank units” in the rulebook.
Just want to double check so I’m not giving out incorrect information :)
-
A Soviet Army Corps is commanded by a Soviet Commissar unit.
Besides a Soviet Commissar unit, a Soviet Army Corps can include the following units:
- Infantry
- Mechanized Infantry
- Guard Infantry
- Artillery
- Tank
A Soviet Tank General unit cannot be part of a Soviet Army Corps since the Tank General unit is not a Tank unit - a Tank General unit only operates under Tank unit rules.
See more details at pg. 45 + 46.
-
Right on. I’ll update the post and make a Note in Game Notes in case anyone is confused as i was.
The Tank units part is what confused me.

@The-Captain if the lenningrad Factory is upgraded to Heavy Industry before Conscription starts, can russia then place 8 Conscripts there ? Or still only 6 ?
-
The Leningrad (Novgorod) Industrial Complex can only produce 3 units in each game turn.
A Heavy Industry upgrade to the Leningrad Industrial Complex can only be Heavy Industry 1 Unit since it is a Minor Industrial Complex.
So the Leningrad Industrial Complex can never produce more than 4 units.
The Stalingrad Industrial Complex can produce a maximum of 6 Red Army Conscription Infantry units - even if there is a Heavy Industry 1 Unit upgrade to this Industrial Complex.
-
@The-Captain Leningrad and UKR can still produce Conscripts though ? I thought I asked you that before ?
Ok yea I did. The search here is so not good lol
Yes, any Industrial Complex that the Soviet player controls from the start of that turn.
So, yes - if the Soviet player controls the Ukraine factory from the start of that turn, it can be used for Red Army Conscription Infantry placement. -
Couple naval Mine questions.
*If multiple attacking Escort units pass through the
same Naval Minefield, all of these Escort units
can each sweep up to 3 enemy Naval Mines –
even if the number of attacking Escort units
exceed the number of enemy Naval Mines. *There are 3 NMs and 2 Ecorts on sweeper duty. Each Escort would get 3 rolls.
If there was 1 NM, then each Escort would get 1 roll.An ESC on sweeper duty cannot retreat if the attacking force is all sunk. It also would be sunk.
If the attacking force retreats, it could then retreat with it.Correct ?
-
Example 1:
An Escort unit is passing a naval line with 1 enemy Naval Mine. The Escort unit can roll 3 dice in order to eliminate the enemy Naval Mine.Example 2:
Two Escort units are passing a naval line with 1 enemy Naval Mine. Those Escort units can each roll 3 dice in order to eliminate the enemy Naval Mine.Example 3:
Two Escort units are passing a naval line with 10 enemy Naval Mines. Those Escort units can each roll 3 dice in order to eliminate a maximum of 6 enemy Naval Mines. After the mine sweeping, the Escort unit(s) can be chosen as casualties if there were any enemy Naval Mines that survived - and detonated.
-
@The-Captain right on. So they always roll 3 regardless of # of NMs
and this part
An ESC on sweeper duty cannot retreat if the attacking force is all sunk. It also would be sunk.
If the attacking force retreats, it could then retreat with it.The sweeper moves in CM with the rest of the Attacking Force.
Does it’s rolls. If a mine hits that din’t get swept, he can be chosen as casualty. Got that.He doesn’t take place in Combat, other than being a Mine casualty if needed/desired.
So if all the Attackers were sunk, he would be sunk too. If the Attackers retreated, he would retreat with them ? -
This post is deleted! -
Combat Engineers have been updated for use with triplea.
-
If the attacker retreats, the attacking Escort that sweeped Mines must also retreat since the Escort cannot stay in an enemy occupied sea zone.

The 3rd Northern Europe Axis & Allies Wiking-Con has just been held in Denmark.
Game Reports will soon be posted at the Global 1940 & 1943 Expansions Game Report Thread
-
We experienced that a few players was still using the “old” Axis & Allies Global 1940 House Rules Expansion rulebook.
This came to our attention when a rule concerning the Soviet Air & Naval bases.
The Soviets can destroy their bases any time at no cost (see pg. 21.).
Make sure, that you use the updated version of the rulebook.
The final updated rulebook is available at pg. 1 in this thread.
The updated rulebook was released about 1 year ago.
