I saved 1 IPC with J, but now when doing CMs I want to change the purchase by exchanging 1 inf for 1 art. It’s a drag to redo the turn, so I’ll just notify you here about it and change by edit during placements. Haven’t rolled any dice yet.

No scramble. Takes a very specific situation to scramble against bad odds.
I guess I have to get one for FIC. Thought about it, but then neglected it. Airbases are much stronger in P2V. Well worth to invest in key sites.
