I think the NO for Russia with convoy lane at Amur is not working correctly. Japan has a sub in seazone 5. Doesn’t that cancel the objective?

The one that says “Additional 2 PU’s for each lend-lease” is false since Japan hasn’t declared on Russia.
At least, I think that’s how it works? I’m pretty new to this BM thingy…
