hey…actually this is as designed  - since you do this in combat movement, the complex acts like a stopper.  You have to leave the bliz unit there.

Yes, the secret comes to the last sentence:
“A tank may not blitz through a territory that contains an enemy unit, even if the unit is an antiaircraft artillery
or industrial complex.”

The moment your tank enters Caucasus, Caucasus is under Germany control.  Because of this, the tank may not blitz through it.

More explanation… the tank may not blitz through it because the Industrial Complex was still under Germany control, and therefore stopping the tank from blitz
