Gotcha, so it’s just a matter of whether or not you wanna lose such an expensive item.
You one of those guys?

I agree that Malta should have an Air base….Med would have fell to the Axis had it not been for the Malta garrison
-
You could always build one, or HR it in. but other changes might be needed to make the Med more dynamic–like a compensating NO for the Axis for taking it over (add it to the Italian NO 3/4 gib cairo s france greece, so its 4/5 or 3/4 OR malta)

In every other WWII game besides Axis & Allies Gibraltur is a fortress that can only be attacked by very limited troops and almost no hope of taking it with Italy. The only way to take it is by going into Spain and attacking it from the land and sea.
That is a huge difference between basically every other WWII game compared to A&A.

Tobruk should have a land value of 2

But A&A isnt a realistic game by any means, its just a fun game based on the WW2 theme thats all.
It is not… Axis and Allies has always been like an advanced form of Risk set in WWII…
Now if you want a grand strategy game of WWII with a lot more realism, you’d have to go for something like Advanced Third Reich ( https://boardgamegeek.com/boardgame/283/advanced-third-reich )… but then you lose all the fun minis… :|

That would change the dynamic a lot, because you could build an IC there. I don’t think that would be a change in the right direction either.
