On the intercept, or scramble rules, I think its fine if you want to assume the orders in some circumstances. I’ll normally use scramble or intercept when it shifts the battle in my favour (although there may be some circumstances where I won’t because I need those units for something else and any casualties would mess that up), and I may also sometimes use it where my chances of winning are low, but I hope to to reduce your navy or air force. If you have overwhelming force and I just have one or two fighters to put in, it is pretty unlikely for me to do so since there isn’t much of your force that I could reduce.
I’d also suggest avoiding the possibility of a redo in those circumstances where a lot is happening and there are a lot of close or key battles. But otherwise I don’t mind if you want to assume.
