Arguably technological advances played a crucial role in determining the outcome of the Second World War. This is an attempt to tie research into the economic model of the game, by introducing Tech Points as a new cumulative currency generated by Victory Cities to unlock new technologies.
RULES MODIFICATIONS
Victory Cities generate Tech Points (TP) at the very beginning of each Power�s turn at the rate of 1 TP per eligibile VC. TPs are cumulative and are collected prior to conducting Research. Unlike regular income, unspent TP are not collected from the original owner when capturing capitals. The original controller of a captured capital can’t collect any TP or conduct Research until the capital is liberated.
VCs are considered eligible if the controlling Power is at war on the board where they are located.
The following VCs are ineligible for TP purposes: Cairo, Calcutta, Honolulu, Manila.
Japan must be at war with UK for Hong Kong to be eligible.
The United States collect TP while neutral, doubling TP output in Washington and San Francisco when at war.
If the Soviet Union is not at War with the Axis Powers in Europe by round 4 it will start collecting TP from round 5.
RESEARCH
Research is conducted by spending available Tech Points during the Research Phase. This step replaces the original Research phase. 6 TP are required to unlock a random Technology from a table of the Power�s choice. Alternatively a specific Technology can be unlocked at the cost of 12TP. No other modifications are required to G40 2nd edition rules.
