AxA has often been called a “beer and pretzels” wargame, I suppose because it is fairly simplistic and available—FOR a wargame. That’s not because AxA is elementary or easily mastered, its because other wargames tend to be even more rules-heavy and detailed, which makes some of them famously and notoriously unplayable. They may have an attractive theme or rules, but the “chit” game era (60s-80s) built up to a crescendo before it burst. PC Computer gaming was a major catalyst for this; the ASL/Avalon Hill/SSI style games BEGGED for a computer to handle some of the more complex calculations, setup, rules etc.

I think AxA has the general appeal and longevity it does precisely because it appeared after this “First Golden Age”, and is not married to overcomplex or overly realistic considerations, its a truly “abstract” wargame, where each step (building, conquering, purchasing, combat, movement) is fairly simple, but all together, they are complex enough to satisfy long-time players while only barely overwhelming the new ones.

And, the fact that AxA doesn’t try to simulate or do everything a wargame possibly COULD do is the very reason why there is enough room left in the game to add more, but that’s not necessarily desirable. If the game was already highly complex, rich and random, it would already have many of the things that people are trying to add to it—but its likely no-one would play it. I think most of the more complex house rules systems for AxA fall into this trap, by pushing the complexity/time investment level out of the Goldilocks zone.

I bought a “political” Avalon Hill chit game in 1992, Republic of Rome (4/4 difficulty rating). When I read the instruction manual, I was blown away-- I understood nothing of what i’d read… until I read it for nearly 2 years. We only played it in college 4 times, and the Republic consistently lost as a group. Its a great game, but its also an example of a highly complex simulation game with a narrow audience from the first era–very few people still play these games because they lack any general following or appeal in the internet age, and have been replaced by computer-style games, like the Total War and Europa Universalis series.

It was something like this, that I had in mind.  :-D

Here is the latest revision (yet to be tested) of my house rule set for E&W.

Round Zero

Breakthroughs:
Diplomacy -> shift China 1 step toward the USSR, or shift the other Neutral Alliances any combination of 2 steps towards the USSR
Technology -> USSR gains 2 full-steps at Submarines, or a total of 2 half-steps at any other technology trees
Counter-Intelligence -> the USSR may make 1 free attempt, which carries over to Round 1 if successful

Purchase Units: (choose one of the following options)
a) Spend up to 48 IPCs on naval units only. Any remaining IPCs cannot be saved for use in later rounds.
b) Save 24 IPCs

Combat Movement: (choose one of the following options)
a) Conduct combat movement using infantry, armor, and heavy armor only
b) Conduct combat movement using aircraft and naval units only

Resolve Combat:
The attack value of all aircraft and naval units is increased by 2, for Round Zero combat only.

Non-Combat Movement:
You may not move infantry, armor, or heavy armor in this phase.

Place Units:
Your Industrial Complexes can each produce 2 additional units, on Round Zero only.

Collect Income:
The USSR collects 48 IPCs at the end of Round Zero.

Breakthroughs

This phase replaces the Spying and Technology phases of the turn.
Each country can make a number of free Breakthrough rolls per turn, as follows:
• USSR: 3
• WE: 1
• UK: 1
• USA: 2

Each country may also purchase a number of additional Breakthrough rolls up to double their number of free attempts, each round on the Breakthrough phase of their turn. Free Breakthroughs may be rolled before deciding to purchase additional Breakthroughs; you may also purchase and then roll extra Breakthroughs one at a time, up to your country’s maximum. Each additional breakthrough roll costs the same number of IPCs as an infantry; 2 for the USSR or 3 for NATO countries.

On a Breakthrough roll of 1, you may choose to gain either a Diplomatic Breakthrough with a Neutral Alliance, or a full-step in any technology tree. On a Breakthrough roll of 2, you may choose to gain either a Diplomatic Breakthrough with a Minor Neutral, or a half-step in any technology tree. You cannot gain more than one full-step in each technology tree on a single Breakthrough phase; Neutral Alliances can be influenced a maximum 1 step on each Breakthrough phase.

Faction-specific Breakthrough Rules:
The USSR may make 1 free Counter-Intelligence roll during their Breakthrough phase; a roll of 1 or 2 foils a NATO Breakthrough roll of 1 or 2 (respectively) on that round only. The USSR may choose which Breakthrough roll to affect with their Counter-Intelligence roll, however successful rolls do not carry over to later rounds if saved and not used. The USSR may purchase up to 2 additional Counter-Intelligence rolls on their Breakthrough phase, for 2 IPCs each.

When a NATO country uses a Breakthrough roll of 1 to gain a technology, they may choose to grant any other NATO countries (who are at the same point or lower down on that technology tree) a free half-step in that tree.

Optional Rules:
• NATO countries cannot gain the benefit of shared advancement in the Nuclear Weapons technology tree.
• The USSR may influence China using a Breakthrough roll of 2.

if even larry thinks that heavy bombers are op, why aren’t his optional rules for it the regular rules? 
or why not:
Heavy Bombers = roll two dice at 3 (instead of at 4)

I included the critical strike on grounded aircraft to give the attacker reason to get involved in a dogfight seeing how deffending aircraft hit @4. The critical strike is @1 and for the first round only, I believe attackers shouldn’t get a disadvantage for being agressive. Without the critical strike, players ask themselves why should I attack with my valuable aircraft and get all the odds against me.

I don’t enjoy changing the attack and defend capabilities of any units, I believe the game is difficult enough without trying to calculate all the different changes for any given senerio. for example: Fighters attack @3 except when escorting and except in dogfights and except on carriers and except….ect.ect.ect. (you get my point).

I am still tweeking the merchant convoy rules when transporting supply chips however, this is a major aspect of my rules and it must be handled with care to balance the game. On one hand, the allies have enough to do, what with keeping up with with the axis agression during the first 4 rounds and on the other hand it is too much of a factor to just ignore the importance of the merchant shipping lanes. For example: if I were the supreame commander for Germany during the war, I would never have shiffted towards bombing London or even think about opperation Sea Lion when they were so close to starving the little Island. Non the less the rule is still a work in progress… any Ideas?

I might think about a rule for the Gibralter however, I don’t want to limit the Italian fleet entering the Black Sea. That would only limit them to Africa and I want the Italian player to have options.

As for my Tech charts, I believe that if your going to have the kind of game ender like a nuke just for historic reasons, I would prefer to limit it to one Nation (U.S) and still leave it to chance of getting that advantage. As for Nations limited to thier own charts, I have found in my games that players really think hard about what Nation they wish to play at the begining of the game because they want to play with some charts but don’t want to be up against others. One aspect that I have found very important is giving each nation one free chance per turn to get a tech, this way techs are always a factor in the game while still rewarding others for buying extra chances.

I have a book where I have cut and pasted the Axis and Allies rules into a word document and have added my own rules to make everything more compleate to the newbies I play with. It took alot of work and I think it looks nice, I could e-mail you a copy if you like and that way you can edit it to your own house rules, the good thing is that most of the work is done for you.
