As the two game boards are combined there may be anomalies, especially for the UK player.
I thought (& think) the UK player has two ‘Treasuries’.
In addition, the ‘Commonwealth’ (the UK ‘emigrant colonies’) deserves it’s own three ‘Treasuries’.
The other GP starting income totals are due to the ‘historical notes’ on Germany & the USSR.
As to the USA points - it is suggested there should be one & one only Territory value for each space on the board.

also we need to add Malta to the phase 3 map. It was a very strategic point.
I feel that gibrater and Malta should have more significace in the game than territories devoid of value. The loss of either would have major problems for england.
oh just add Malta and give it interdiction abilities like our Gibratar

of course… but gibrater and malta need soem defense after all they are fortresses of sorts… say that in these locations you need 2 hits to kill a unit… that like double defense or you can go triple defense?

yeah we could do that
but gotta define
how many units the fortifications can hold
how many units the little piece of land can hold
which units (I say only INF) gets the 2-hit-to-kill bonuseg.

Yes only infantry… but it really does not matter… nobody is gonna put tanks in Gibrater… 2 hits per unit is fine… stacking limit makes sence … say 3 units in malta/ gibrater… stacking limits on small islands should be at 3-6 units max… prob 3-4

Solomon Islands 28,450km^2
Malta 316km^2
Gibraltar 6.5km^2
Wake Island 6.5km^2
Midway ~5km^2
Caroline Island 3.76km^2I would then limit
Gibraltar, Wake, Midway, Caroline
to 3 unitsMalta (population today 400,000)
to 6 units, 3 with garrison ability -
